[luau] interrupt list in /proc/stat file

Hello,

Am I correct in thinking that the /proc/stat file's list of interrupt
counts reflects the number of interrupts the CPU has received on the irq
lines regardless of whether the irq line as been assigned an isr or used
at all?  Is this basically a count of the number of interrupt signals that
are sent to the CPU, and therefore software independent?
