Can someone help me with an e-mail problem?

it's not you, it's their service provider.

"Connection timed out" is basically the same thing as
"Server not responding."  if you do a dig on the domain,
you get this:

so yeah, your mail is going to the right place, the server's just
not up.  either that or they've got the wrong server listed in their
dns tables.

you might try emailing one of the admin contacts for the sina.com domain.
looks like they're located in sunnyvale.
