To reiterate the first half of Tom's message, vsftpd is enforcing
the chroot by design.

    man chroot
    info coreutils chroot
    ftp://vsftpd.beasts.org/users/cevans/untar/vsftpd-1.2.1/SECURITY/DESIGN

You can disable the chroot, but why would you want to?
