The config file menu.lst should be in /boot/grub. It could be you don't have
one; you can create with a text editor. Here's mine (8.1 vintage):

timeout 5
color black/cyan yellow/cyan
i18n (hd0,0)/boot/grub/messages
keytable (hd0,0)/boot/us.klt
altconfigfile (hd0,0)/boot/grub/menu.once
default 0
