[luau] Proposed LTSP Server Config

I'm curious to know how Linux can enhance the local economy and deal with
the landfill problem.  Please elaborate.  Perhaps by kicking your ideas
around on this forum first you'll be able to present a cleaner, more
focused proposal to Representative Marumoto.
