[luau] upgrading rpm

I'm trying to upgrade rpm 4.1 that comes standard with
red hat 8.0 to rpm 4.2.

rpm 4.1 has some bugs that don't allow
relocation and don't set certain scripting parameters
like RPM_INSTALL_PREFIX.
It is also rumored that rpm 4.1 will
cause problems with the rawhide glibc-2.3.1-XX
(which is giving strange error msgs and seems to be
preventing informix from loading)

Is there a sane way to do this upgrade?
One possible answer is just to go back
to 7.3. 8.0 seems not ready from prime time.

Incorrectly built binary which accesses errno, h_errno or _res directly. Needs
to be fixed.
