[luau] w2k got it's CC EAL4(old C2/C1 from orange book), where's Linux?

RedHat claim RH Linux AS 2.1 was certified as COE compliant, come to find out 
it's still a violation when it touch any DoD network.  If Linux vendor can't 
get Linux up to EAL4 rating, it will never be able to use on any network that 
needed to be certify(IA and IA enable). I can see what Microsoft will say: 
see, I told you Linux is not secure!
