[luau] ipp port 631

I noticed that my RedHat 9 system was sending two packets on 127.0.0.1
(lo) every 5 secs. The packets were to and from port 631 (ipp). I am not
running cups, so I did not understand why these packets were being sent.
But I did notice that eggcups was running. I think that eggcups has to
do with drop and drag printing. Anyway since I could not find another
way to turn off eggcups, I simply moved the binary. The packets have now
stopped possibly due to that the system can not start eggcups since I
moved the binary.

So does anyone have an idea on how to cleanly turn off eggcups without
moving the binary? I am using the default RedHat Desktop.
