[luau] What does Everyone think of ACT221?

My argument to some of the HTTA members (no names mentioned) was that ACT221
was too generous to a R&D company. Being that ACT221 being more generous to
an R&D company,  if an investor were to decide where to put his money, he
would most likely put it towards an R&D company rather than to a garage-type
high tech startup. 

Sure R&D is important. But given the generosity that ACT221 gives towards a
R&D company, why would they want to put their money towards a garage-type
high tech startup? 

That is why I feel hinders local growth of high tech and that the Lingle
Administration has a point.
