People who simply click Reply are usually not aware of where the message
is going.  The suggestion that people use "Reply All" in order to reply
to the list simply does not work because it by default replies to

I am currently subscribed to several dozen mailing lists, and the vast
majority of them are reply-to-list.  Perhaps it is a cultural thing in
the type of mailing lists that I subscribe, I don't know.

Mailman mailing list manager by default will not allow posts that do not
have its address listed explicitly in To or CC.  This can of course be
turned off.

I am comfortable with keeping it as reply-to-list on a permanent basis.
