Microsoft says that a forced modularization of Windows would only degrade
the product.  That is akin to saying "You can't punish us, because that
would hurt!"

SEATTLE, Washington (AP) -- In their quest to curb Microsoft's monopoly
power, the nine states still suing the software giant for antitrust
violations believe they have a simple plan: declaw Windows.

"From an engineering standpoint, No. 1, we cannot remove software code for
multiple functionalities without degrading other functionalities of the
operating system," Microsoft spokesman Jim Desler said. "You just can't yank
Internet Explorer out."
