You have to buy a domain from a registrar. 
 http://www.networksolutions.com (the original registrar)
and http://www.register.com are a few places where this can be done.  

In order to buy a domain you must first have a primary and secondary 
domain name server.  If you
have a static ip then your machine can play the role of one (but not 
both) of those.  Otherwise, you
can pay a monthly fee to someone else to have them be your name servers 
for you.  If this is just for
personal use, then their are some free ones out there.  The two that pop 
to my head right now are
Granite Canyon and ZoneEdit.  

I personally use ZoneEdit and it works very well.  It's free as long as 
your domain name isn't accessed
like a million times in one month or something like that.  It also lets 
you setup subdomains, etc...

If you really want to go the completely free route then NameZero will 
buy a domain name for you,
setup the nameservers for you, and then you have to deal with ads on 
your site.  You won't get
subdomains or even subdirectories with NameZero tho.  (ie 
http://www.rodney.com would work, but
http://www.rodney.com/RodneysPages/ wouldn't.)
