I haven't tried it myself, but I think it is a Nmap GUI (userspace) that
controls the Nmap service that runs in the background as the "System" user.
This may somehow have to do with the fact that not all Windows versions have
raw access to the network device, or non-Administrator users on NT4/2000/XP
do not have raw access.
