Apache Question

Aloha all,
Today I noticed a "new" error message from Apache.... It is the 403
error and it says:  "Forbidden: You don't have permission to access / on 
this server. "  I get this message when I try to go to http://localhost:8080 
I checked the file permissions, and nothing appears to have changed. 
Any ideas???
