Netfilter/iptables of the 2.4 kernel has the capability to allow
fine-grained access controls to specific process names. This feature is
very complex and I haven't seen it in action, but you can find articles on
Linuxsecurity.com, SecurityPortal and SecurityFocus on the topic.
In what way do you want to limit ICQ network access?
