Off Topic Win 98 question.

Have you tried installing it from the Device Manager > open up the VGA
driver > "Update Driver" button?  Go through the steps until you have to
specify location, then tell it the exact location of the driver.  It'll then
probably ask for the Win98 CD to grab files to work with the 3rd party
driver.  If the next Window says "Found a new driver" then you're in
business, otherwise you will have to find the standard INF file somewhere in
C:\WINDOWS\INF and remove it, then repeat the process.

You'll probably run into some retarded problem where it wants some file from
the Win98 CD, and the CD is in the drive.  That's just a stupid Windows
problem.  You'll need to fiddle with it and select different CAB files until
it finds it.

You don't need to encapsulate the 3rd party driver in a CAB for it to work.
It doesn't work that way.
