start-up items

I was wondering how you force certain packages to start at start-up.  For
example httpd starts up automatically but no other services do.  How can I
get others (esp. inetd, mysql, webmin etc) to start up as well.  I think
with turbo linux you can do this in turboservice manager.  Is there anything
like this for Mandrake?  If not, how do I do this manually? rc.local?
