cross platform telnet question

When I am telneting to my Linux box from a  non unix machine should I telnet
to the IP number of the Linux box or its host name?
I'm pretty sure that my telnet client  set for vt100 (however if it not I'll
have to use another app since this doesn't have anyway to change the
settings).
