That's called downtime.  GartnerGroup places this at 20% of TCO,
and Microsoft places it at 11%.

Based on my experience with NT as a database server, which
has been very favorable (zero crashes on this install - the 
previous install munched itself completely).  Perhaps if the
study compared an equal number of web servers (at least 30
of each for statistical power) based on each OS over the several
months, like you suggest, we might have something.  Comparing
a small number of server wouldn't mean much, as the one we have
at work performs flawlessly, and that would skew the data.
