Got a couple things to add:

ent magazine had an article on the licensing changes.  Reported on an NT
conference sponsored by the gartner group.
http://www.entmag.com/displayarticle.asp?ID=5199930614PM is the URL of the
article. I'ts a little shorter than the print version but has the meat.
They have a search engine for a few trade pubs you might try. 

InfoWorld, www.infoworld.com, has had a couple articles on the upcoming
UCITA (0ld UCC) changes and their impact on software licensing.  A lot
of speculation that if it's as bad as it seems then OSS could be a big
winner in the long run.

Tried to run a google search on UCITA  google is down, you might try it
later for UCITA and perhaps NT and TCO to see if anything turns up.
