These are normal "MARK" timestamps that the syslog daemon is writing to
a logfile every 20 minutes.  It happens if syslogd is being run with the
'-m 20' command line parameter or if a mark interval is not specified,
according to 'man syslogd'.  On my system, syslogd is running without any
commandline switches but no "MARK" timestamps appear in any of my logs.
Perhaps the marking was disabled by RedHat when they built the package
that came with my RH5.0 system, sysklogd-1.3-19.i386.rpm

Try doing a 'ps auxw |grep syslogd' to see how syslogd is being run on your
system.

Not sure how you would turn off the timestamps.
