The touted feature 'run daemons not listed in /etc/services'
is quite misleading.  even inetd can do this.  It's merely a
matter of specifying the port number rather than the service
name.

For example, I could use the following entry:

2323 stream tcp nowait root /usr/sbin/tcpd /usr/sbin/in.telnetd

I'm sure as you can guess, inetd will listen on port 2323.  (no it isn't
listed in /etc/services) and run in.telnetd when a connection is
established.
