It sounds to me like he is saying that if Linux had a graphical desktop and graphical tools then maybe it would work on the desktop. He is saying windows emulator, but it sounds to me like he means GUI. Well linux has had a graphical desktop for as long as I can remember and fvwm95 looked exactly like win95 and now we have KDE and Gnome.
