[LUAU] Warning of planned outage

The campus IT group is going to move my vlan (that the mirror is on) from
the ancient Keller Hall router over to a new router.

It's planned for 5:30pm HST this thursday December 3rd and it's expected to
be around an hour. More than likely it will be be faster if they succeed.
The last two tries ended up moving it back when things didn't come back up.

This should also stabilize the ipv6 access to the mirror.
