Both of these events are organized through Matt Darnell through
LUAU (not through HOSEF).  See also:

The HOSEF calendar is for anyone to submit an event to.  "The
LUAU and HOSEF resources are there to use in promoting OSS on
all the collective islands of Hawaii."

If someone submits the event to the calendar (all you need is to
create a login), myself and others authorized to do so are able
to commit this to the calendar.

It's kind of like OSS development.  If someone submits enough
patches and is trusted, then they can get commit priviliges.
