Maybe it's just me, or maybe english is my second language; but this
sentence has a tone of irony.  One would think that a skillful artist
would not use an axe as their tool of choice.  So, it seems the intent of
this sentence is to suggest that an artist can be SO skillful, that he can
use a tool as coarse as an axe to create something beautiful.  But this
only reinforces the notion that hacking at something is an extreme act,
and not the norm of skillful activity.
