According to the American Radio Relay League, there
are currently 8 experimental licenses for Broadband
PLC granted by the FCC and none of those are in
Hawaii.  

As this mode poses significant risk of harmful
interference to Amateur Radio and Short Wave Radio
services, Amateur Radio operators are watching the
progress of the FCC inquiry closely. Potential for
harmful interference could also seriously impact HF
"Ship to Shore" and long range commercial aviation
radio systems which operate in Hawaii, as well as
other users of the HF radio spectrum.
