Well there is something within Microsoft called the shared source
initiative. This would allow developers to look into the Windows source code
and possibly tweak the code to their liking. Of course, Microsoft will still
regulate the process.

I don't think Microsoft will ever make a Linux distros. That would be
validating that Linux threat and the press will be all over it.  If they did
I doubt that it will garnish the mass appeal of OSS  since there is so much
distrust of anything Microsoft these days.
