I have a NIC here at work that gets suspended in limbo because it still
draws a trickle from the power supply, to remedy this I physically
unplug the power cable and then plug it back in.  After that it works
fine until the person who it is assigned to fails to shutdown properly,
again.  Just a guess, maybe you have already tried it.  Oh! now that I
think about it, I used to have to physically unplug my old cable modem
when there were power glitches also.
