Oh definately.  Unfortunately the Windows warezers love it (and they're the ones 
with the messed up daemons that can't even use the right /, let alone let you 
specify the port range to use for passive connections), and of course it's still 
a very popular way to move files when authentication isn't required (anonymous 
FTP).  Rsync has been catching on for transfers of large numbers of files where 
many of them may not have changed (though the most common use seems to be 
mirroring ftp sites, oddly enough), but anonymous FTP is here to stay for a while.
