Mostly, businesses get away with paying low rates because they can find
people to take those jobs. Think about it from both ends. I looked for about
9 months before I landed a consulting gig that turned into a well paying
job. I turned down at least 20 offers for 1/2 the money that I make now. It
is as Scot said a difficult problem to solve.
