You could try some DHCP client side options like -s to request a 
specific address or possibly modify your DHCP [client/interface].cache 
file where your current or last assigned IP is stored.  Of course if your 
specific requested address is already taken (hint: ping them first), the 
server will again assign your old address again if it is available.  The 
W2K/XP DHCP client does not appear to have an "-s" option and I could not 
find anything that specified what the .cache equivelent would be with 
Google.  I found some likely references in the registy but who knows.

Changing the MAC address will work better but not always an 
option.
