http://www.sublimation.org/scponly/ I haven't tried this yet, but scponly looks to be a tool that allows you to easily give SCP, SFTP or rsync via SSH access to users without giving them shell access. It looks like it can also chroot their filesystem access, meaning they can access only their home directory.
