[luau] basic firewall script walkthrough

In Warren's walkthrough of MonMoth'as script it says:

"System Requirements: 

Linux Kernel 2.4.x with Netfilter (Redhat 8.0, Mandrake 9.0, SuSE 8.1, Slackware
8.0, etc.) 

iptables 

2 WORKING network interface cards"

as if Netfilter and iptables were separate items. Is it possible to have Netfilter
installed but not have iptables installed? Isn't iptables just an executable
component of Netfilter?
