Yes it is running and accessible from the outside.  Please don't forget to
patch your PHP!  All versions of PHP from 3.0 through 4.1.1 are vulnerable
to remote exploits.

While you are patching the PHP, upgrade all the rest of your packages.
Mandrake Update makes it easy to do so.
