[luau] iptables

It's possible you don't even have the TOS target (it's a patch in the 
pom).  But the argument is --set-tos, not just --set (too generic, what 
if there are other things to be set?).

Also, I'm not sure, but I think the TOS target is only valid in the 
mangle table.
