Short answer:
You can allow FTP connections only from 127.0.0.1 because that is where 
they will appear to come from if you use SSH tunneling.

Please be aware that sometimes FTP and the SSH needs to be configured in 
a certain way in order to tunnel FTP through SSH.  FTP is an ugly 
protocol that uses multiple ports in forward and reverse connections.

If nobody posts the long solution in a few hours, I'll see what I can 
dig up for you.
