Just to ask, I'm sure you checked, but I always overlook stuff like this.
Do you have a firewall script like monmotha's blocking port 21?  Or maybe
RH7.2 default security settings?  Try telneting to port 21.

I've restarted the computer at this point.
It is also running as a service (there is a * next to it in setup)
still no ftping
Do I still need to run "service xinetd restart" ??
