This is a hard question to answer.  There are deeper questions of justice and fairness involved in any sort of high-stakes decision making process.

The only fair and equitable solution is a slugfest.

Yes, you all heard me right.  Here is what I reccomend:

   1.  8:00PM, Halloween - Meet in in Mo`ili`ili at the Hiroshima Arch on King and University. 

   2.  The rules:  No Biting, No Kicking, No Mac vs. PC language.

   3.  Last Woman or Man standing gets the tickets.  Second place, a set of steak knives.
