simple question about a "rule"

I personally disagree.  The SSH daemon itself is reasonably secure, and it
is very handy to be able to SSH into your house at work, school, etc.
Alternatively you could block port 22 (ssh) by default, but then implicitly
allow IP ranges of hosts that you would login from remotely.
