make user equivalent to root

It's a Sun box not Linux but I'm sure there is a port for it.  The main reason
is it's a "program of record" system which basically means in military talk
don't install anything that isn't there already.

By disabling root logon and making everyone su I can do enough tracking for
what I need, if not I will have force sudo on the boss.

 even if you don't allow root to log in from the console, once they has su'd
they will not be logged.
