make user equivalent to root

Mike,

	First create a "firewalladmin" group.  Then chown/chgrp the firewall
programs and files you need to the firewalladmin group.  Add selected users to
the group.  These users can now edit the firewall files and run the firewall
as members of that goup.....  This should work  much like the "wheel" group is
used for BSD like systems.
