A quick Google search for "Linux VCD" found some promising information.

http://vcdmaster.sourceforge.net/resources/
VCDImager - VideoCD Image creator by Herbert Valerio Riedel
Command line interface for creating a bin/cue image burnable with cdrdao.
vcdtools - stream mux'er and cd image generator by Rainer Johanni
vcdtools contains two tools for making Video CDs under Linux: "vcdmplex" for
multiplexing MPEG video and audio streams in a VCD-compliant way, and
"mkvcdfs" for making a raw Video CD image from MPEG system streams. The raw
image has to be burned with cdrdao to create the Video CD.
VCDGrab - VCDGear clone by Jonathan Hseu
VCDGrab will take an existing VideoCD, and extract the MPEG-1 data therein.
readvcd / xreadvcd - read videoCDs
