No.  it's more like if you have a virus you can say no one can distribute
it.   And you can employ measures to ensure that no one distributes it.
If someone comes up with a method to defeat those measures, then they
are violating the DMCA. But since the whole point of viruses is to get 
them to spread, that would be just dumb :-)
