[LUAU] ping and kernel 2.2

With the 2.0.x kernel, pinging the broadcast address
would display all of the Unix/Linux boxen (Windows machines
will not respond to a ping on the bcast) on the network.
See it work here:

64 bytes from 127.0.0.1: icmp_seq=2 ttl=64 time=7.1 ms (DUP!)

64 bytes from 127.0.0.1: icmp_seq=3 ttl=64 time=4.9 ms (DUP!)

round-trip min/avg/max = 2.2/4.8/7.6 ms
Now I find on my SuSE 6.1 (2.2.5 kernel), pinging the
bcast gives me a permission error, even as root:
hawaii:~ # ping 192.168.93.255

Any ideas? Is this a kernel change?
