[LUAU] Linux & RoadRunner How-To - Review

I've updated my how-to (from a year ago) to use
Dan's rrsmpcd and to make it fairly distro independent.
The main reason I updated it was problems accessing
3rd-vertical.net and removal of Ed's rrlogin.

Please review for accuracy and content, and let
me know how to improve it.
